A number of comments have been received as attached files and hard-copy submissions. The final public comment docket for ECHO will combine these submissions with comments received via the ECHO comment form and hotline.

Note: The user comments have been edited to remove all references to specific people and facilities. In addition, those comments that primarily asked a question are not displayed. Please note that tips/complaints and reported data errors are not included in this log.

"Outstanding database for those of us who follow CAA enforcement"

"The site is very helpful. One suggestion would be to link from the search results directly to the enforcement actions For instance, when you indicate that enforcement action has been taken, allow me to link out and obtain that specific data."

"This seems to be a very good and useful site. It's relatively easy to navigate. I would, however, suggest that the data on each facility could be presented in a clearer fashion. It is somewhat difficult to determine if a violation has occurred and, more importantly, what the violation was, how it's being corrected, what penalties were imposed, etc."
"I did get to the location specific pages but there was so much data that it was difficult to understand and sort through. Also, there was limited information on the actual infraction. Although I understand the time and effort involved in this suggestion, a written narative (perhaps a paragraph) of what violation was found (leaking tank, dumping contaminated water in the woods behind the property, etc.), what was done to fix the problem, etc. would be very helpful."

"...I was made aware of the ECHO website through the "Environmental Compliance Alert" newsletter (Feb. 14, 2003). It was very unsettling to observe the ECHO results for the City of [xxx]. The only violator listed was the [xxx], which has not had a effluent discharge violation in over 3 years. I have reported the data error through the error correction process. Also, some of the listed industries have left [xxx] over three years ago. Another was incorrectly listed as being a Water Treatment plant. As part of the source control program, we are required to monitor National Pretreatment Standards for those categorically regulated industries. I am aware of a number of violations for some of the industries on the [xxx] list which have been reported wihtin the past two years, yet they are not noted on the ECHO list. The [xxx], and the City of [xxx] work diligently to remain in compliance wi! th its own NPDES and stormwater regulations. Furthermore the source control program is vigorous at identifying breeches in compliance among the industrrial dischargers. If you are going to make this information public, you must do a better job at ensuring that the data which you are presenting is more accurate..."

"...I need a better clarification of what is meant by SEE OTHER. I've read the definition on the web site but it doesn't give enough information. Perhaps an example or two would be of benefit. For this particular facility we cannot adequately verify this data."

Phoned Comments

ECHO does not accept facility names greater than 12 characters. Searching for [xxx] or [xxx] separately only returns one facility (caller said their company has hundreds of facilities). Caller would like to be able to search ECHO for the facilities by name rather than by manually entering all their Data System IDs. The data in ECHO are not updated frequently enough. The caller stated that an error was reported five weeks ago and would like that change to be reflected on the site.
