ECHO EPA and State Annual Enforcement Actions Map

This interactive map builds upon several new features that were introduced on the popular EPA Annual Results Map that tracks Federal enforcement actions. This combined EPA and State Annual Enforcement Actions Map is part of the White House initiative to improve the transparency of regulatory compliance information.
Key features include:

  1. The maps combine both EPA and state formal enforcement actions
  2. Shading of states illustrates the prevalence of enforcement actions
  3. Users can zoom in to view facility-specific information about enforcement cases and facilities
  4. The information is dynamic -- allowing users to see year-to-date information, which is updated monthly.
The map presents facilities with enforcement actions under the Clean Air Act, Clean Water Act, or Resource Conservation and Recovery Act. These three programs were chosen because EPA and state regulatory activities (e.g., enforcement actions) can be combined to give a more complete picture of enforcement of U.S. environmental laws. See About the Maps for more information about enforcement data for other environmental statutes. Mapping of these facilities relies on facility latitude and longitude data in EPA systems. Downloads include enforcement actions for both mapped facilities and facilities missing locational information.

This map shows overall formal enforcement activity by EPA and states with an easy-to-use link to the names of facilities subject to enforcement actions. The map is not intended as a ranking of state performance -- because it does not control for the size of the regulated universe within each state, does not control for the quality of the enforcement cases taken, and does not consider other activities performed by states. For information about state performance, please see state reports shown on the State Review Framework website, or for the Clean Water Act, see the National Clean Water Act Trends Map, which has a wider range of metrics.

About the Maps

Data are current as of February 2012.

Note that the most current federal fiscal year shown above may not represent the entire year, so the number of enforcement actions cannot be compared across all years. These data will be updated monthly on the same schedule as the IDEA refresh.

Glossary for the EPA and State Annual Enforcement Maps:

States are required to provide data for all formal enforcement actions for Clean Air Act and RCRA. For the Clean Water Act some formal enforcement actions are not required to be entered into EPA's data system; states not providing the information to EPA may have additional formal actions not shown on the map. Facilities with enforcement actions under other environmental statutes (such as the Safe Drinking Water Act and Emergency Planning and Community Right-to-Know Act) are not included on this map -- only the three statutes listed above are included. See EPA's Annual Results Map for EPA enforcement actions across all statutes, but note that the Annual Results Map does not include state enforcement.
